How to get a construction passport in Kiev

The article was written in 2013 on the basis of personal experience in obtaining a construction passport for the reconstruction of an old parent house in Kiev.

The house is one-storey, with an area of about 120 m2, built in 1947. Water, gas, electricity, sewage are available.

Having read the Law “On the Regulation of Miscellaneous Movement” and “The Procedure for the View of a Budapest Passport”, it seemed to me that there would be no difficulties. After all, I am not building a supermarket, but just want to finish building two rooms to an old house. And I boldly went on instances.

But then...

A month later, I learned that I lost my documents. Well, that first gave copies.

After 2 weeks I received a letter with comments. Since this all started. To figure it out, I went to Kiev architecture 3 or 4 times. I sat in the queue for the district architect for 0.5 days, to the legal department for 0.5 days, to the documents preparation department for 2 hours.

Take once a week, on Friday.

After talking with me, the district architect sent the documents to the legal department. Although they sit across the floor, documents are transmitted through the office. Therefore, the next visit is not earlier than a week.

A week later, I went to a lawyer.

A week later in the engineering department.

And so on.

The loss of personal time, taking into account the preparation of documents impressive.

Then it turned out that this was only the beginning ...

Kyivenergo had to visit TU 3 times. On my application for technical conditions from Kyivenergo received a letter with comments. Prepared a response. In addition, I had to provide a letter from Kievarchitecture, about the fact that I really get a building passport.

Vodokanal went to Kiev - 4 times. Four times sat in line for 3 hours.

Note. They accept twice a week from 8 to 12.

In addition to such as I (with "small" questions), there are design engineers in the queue who coordinate large objects. And the general turn. And none of the experts of water utility is in no hurry. And does not give much advice. Just a little bit - look for a designer yourself ... I had to involve a plumber engineer for calculations. So for TU demanded calculations.

I went to Kievgas 2 times.

Filed documents in May. Construction passport received in November.

Summary.

I propose to determine for myself that which way to obtain a building passport is more profitable for you personally:

a) to spoil the nerves and spend time sitting in queues, collecting pieces of paper, unpleasant conversations with officials.

b) or, instead of sitting in lines and nerves, use the freed up time to earn money at the main job. And to get a building passport, hire a person ...

Personally, I passed this test today would find 450 dollars. and attracted a special person.
