According to the Decree of the Law of Ukraine “On Energy Saving” dated November 15, 1995 No. 911 and the order of the State Committee for Energy Saving of Ukraine dated 08.08.1997 No. 74, each enterprise must develop an energy passport.

The need for an energy passport is also determined by the requirements of the GSN V.1.2-11-2008 “System for ensuring the reliability and safety of construction sites. Basic requirements for buildings and structures. Saving energy. "

The energy supply of the economy and the efficient use of fuel and energy resources (fuel and energy resources) are increasingly coming to the fore among development priorities. The condition and development of each enterprise, both public and private, is determined by the ability to reduce energy consumption per unit of output.

To control and reduce gas consumption, a resolution of the Cabinet of Ministers of Ukraine dated November 15, 1995 No. 911 and a “Program of Measures to Reduce the Consumption of Natural Gas in Ukraine” was adopted, which was adopted by resolution No. 751 of July 15, 1997 to ensure certification of energy-intensive industries in Ukraine; an Energy Passport is being developed.

The energy passport of the enterprise is developed for:

1) Creation of an information database about resource consumption

2) It creates the conditions for the development of measures to improve energy efficiency and energy conservation in the future.

The following data is displayed in the passport:

  • availability of power generating equipment
  • energy consuming equipment
  • power supply equipment
  • energy-consuming processes
  • Characterization and state of use of fuel and energy resources in production
  • Use of secondary energy resources
  • Renewable energy
  • And other data to analyze the state of energy consumption of the enterprise and determine the level of energy consumption


An energy passport is an official document which determines the efficiency of resource use and draws up a balance of energy use as well as compiles individual measures for energy conservation. Additionally displays the availability of meters for resources and energy consumed.


The document is filled out in one copy and stored at the energy-consuming enterprise.

The following must be an energy passport for enterprises:

-industrial

construction

-transport

-agricultural

- utilities and others that have a fuel and energy consumption of more than 1000 tons equivalent or heat energy consumption of more than 3,000 Gcal and connected electric power of more than 100 kW, regardless of the source of energy supply and form of ownership.

Responsible for filling out and making timely changes to the passport is the chief power engineer of the enterprise or another person in charge. After drawing up on the passport, the seal of the enterprise and the signature of the head are put.

The basis for compiling an energy passport is an energy audit, analysis of design and technical documentation with the necessary calculations.

The validity of the energy passport of the enterprise is 5 years. Checking and making changes to the current copy is made until the first of March of the current year.
