Who absolutely needs a certificate of energy efficiency

Mandatory energy efficiency certification is for:

1) For new construction, overhaul and reconstruction with the class of consequences of CC2 (medium) and CC3 (significant consequences) consequences according to the Law of Ukraine "On Regulation of Urban Development";

this includes all new apartment buildings.

2) State buildings with an area of ​​more than two hundred and fifty square meters. That is, buildings visited by citizens are owned by the state and in all premises of which there are public authorities;

3) Buildings with local governments with a heating area of ​​more than 250 square meters (in case of insulation of these buildings);

4) For structures in which thermo-modernization is planned with an increase of the energy efficiency class to a class not lower than C.

5) In the case of the design of insulation of buildings to be carried out at the expense of state support, such certification occurs during the design of the project.

6) All entities that are preparing for the conclusion of ESCO contracts.

The procedure for drawing up a certificate of energy efficiency of a building determined by the order of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine No. 172 of July 11, 2018 "On Approval of the Procedure for Certification of Energy Efficiency and Form of Energy Certificate"

You can also require an energy certificate to:

- construction projects planned for purchase

- buildings or parts thereof which are planned to be leased for more than one year

Payment for the development of the certificate is made by the owner of the building and penalties are provided for the absence of the certificate.

We would like to point out that in the absence of a certificate you may be denied the examination or commissioning of the house.

The certificate displays information on the volume of energy consumption and recommendations for its reduction.

Certification is permitted by certified energy auditors. The qualification is confirmed by a certificate or certificate. According to the results of the certification, an energy certificate is issued, which belongs to the mandatory registration with the State Agency for Energy Efficiency and Energy Conservation of Ukraine.

Which buildings do not need a mandatory energy certificate:

• These are industrial and agricultural buildings for which no funds or grants are planned
• Objects of the energy sphere
• Objects of transport sphere
• Houses for communication and defense
• Warehouse
