Who does not need energy efficiency certification for buildings

The legislation establishes a list of objects for which, as of July 1, 2019, the Law of Ukraine “On Energy Efficiency of Buildings”, it is obligatory to produce such a certificate
New construction (including major overhaul and reconstruction), these buildings are classified as medium (CC2) and large (CC3) by impact classes.
- Buildings that house local governments with an area exceeding 250 m2.
- State-owned buildings with a heating area of more than 250 m2.
- The certificate is necessary for those structures, which claim for reimbursement of credit funds from the state spent for implementation of thermo-modernization measures.
Therefore, it is possible to make a certificate for both the existing building and the project stage in the documentation, when commissioned (which is required).
Only a certified energy auditor who has been trained in one of the state-accredited centers and has received the relevant permit is eligible to perform certification. The whole list of such persons can be viewed on the State Energy Efficiency website, it is constantly updated and updated.
Before you begin the certification work for the auditor, you must make sure that the building is not on the following list:
- Designed for religious events and services;
- The area of a freestanding building is less than 50 m2;
- The building is included in the list approved by the Cabinet of Ministers of Ukraine № 265 dated 11.04.2018 (object of transport, energy, defense and communication);
- The object of cultural heritage of Ukraine.
There is no energy certification for such buildings!
The procedure for developing and calculating the certificate is quite clear and consistent, although it has some nuances. For example, what is the correct date for commissioning an object if it is not an existing building but part of the project documentation? In this case, the new year's schedule indicates "New construction. Project". If the certificate is developed for the overhaul, specify "1985. Overhaul", and accordingly, when reconstructing it is advisable to indicate "1985. Project, reconstruction ».
When calculating at the design data stage, there may be differences with the actual figures that will be after commissioning of the building. However, the energy auditor does not bear responsibility for these differences.
Also, when certifying even new buildings at the design stage by calculations and methodologies, the auditor enters an energy efficiency class of "C" or even "D", which is of concern to the customer. It is expected that new buildings should have an energy efficiency class not lower than "C", but better, "B". However, it should be understood that the energy efficiency class of the certificate is calculated on energy consumption and is usually lower than the energy class of the certificate. For reconstruction, new construction or overhaul, the energy efficiency class is determined exactly as needed and must be at least "C".
It is also necessary to pay attention to the correct determination of the total and heating area of the building. If the first is all clear, then when calculating the second often errors. The heating area is defined as the floor area (including the basement, plinth and attic) measured within the inner surfaces of the outer walls, taking into account partitions and internal walls. Heating staircases and elevator shafts at each floor level should also be added. If the building has a non-heating basement, technical floor or a cold attic, then they are excluded from the calculation.
