How to Obtain a Building Energy Certificate

The way to produce a building energy certificate is quite painstaking and time-consuming. It starts with gathering the information needed to calculate the energy efficiency of the facility. In order to obtain a certificate quickly, you need to accurately and quickly obtain input data for calculations. The minimum term of development of the document is one week. The list of information on receipt of this document can be obtained is exhaustive, it can be accessed in Order No. 172 of 11.07.2018 "On approval of the Procedure for certification of energy efficiency and form of energy certificate". Basic information that must be accurately reflected in the calculations: climatic conditions of the terrain, characteristics of the enclosing structures, structural decision of the building, functional purpose, geometric indicators, sanitary and microclimatic conditions of the premises of the building, the value of the reduced heat transfer resistance of opaque and opaque; heating system, DHW and DHW system, ventilation systems, lighting, year of commissioning of the building, energy balance of the building.

An energy performance certificate can be designed for two types of buildings: existing and new construction at the project stage as part of the project documentation.

After all the calculations are made, the indexes of the thermal technical characteristics of the enclosing structures, the energy performance of buildings, the energy efficiency of engineering systems with the minimum requirements for the energy efficiency of buildings are compared in accordance with the Article 6 of the Law of Ukraine "On the energy efficiency of buildings", in accordance with the requirements of DBN31.2- , DBN B.2.6-33.

So, if you are a certified energy auditor who, based on the results of the calculation, compiled the energy certificate of the building, provided the information provided in part 1 of Article 8 of the Law of Ukraine "On Energy Efficiency of Buildings", including the address of the building, information about the functional purpose and construction, photographic image of the building, scale and energy efficiency class, it's time to register for the certificate.

How is this procedure going? The energy auditor must send a package of documents to the State Energy Efficiency e-mail address within ten working days from the moment of creation of the energy certificate in order to systematize the data, check and register the certificate. The list of documents includes: actually the energy certificate with lift, intermediate, input and effective data of the energy performance of the building in the form of Annex 1 of the Independent monitoring of energy certificates, copies of technical and design documentation, other data used during the certification of the building.

In order to identify the author, it is a prerequisite for electronic signature on the submitted documents (certificate, extract, appendix 1 and additional data) to the State Energy Efficiency in accordance with the Law on Electronic Confidential Services. State Energy Efficiency Specialists recommend that you provide all the source information that was used for the calculations to understand the full picture of the object. Upon receiving the certificate for Monitoring, only those data will be considered. Which were provided by the energy auditor when registering the energy performance certificate. Therefore, the result of the control calculation may differ significantly from the results of the energy auditor, in the absence of full information used. Also, after conducting a number of inspections by experts, it was noted that a significant number of errors in the formation of the certificate has a purely human factor - inaccuracy of data entry, incorrectly entered value, incorrectly selected number, etc. Therefore, before submitting files for registration, it is best to double-check the correctness of the document.

Also in the accompanying letter it is necessary to specify the date of drawing up of this certificate, the contact details of the customer and the contractor (postal address, telephone number, PIP for individuals and the name of the organization for legal entities).

After performing the energy audit of all the above actions in the State Energy Efficiency, it will take five working days to review, verify and register the certificate in the certificate database.

If the initial verification is successful, the registered certificate appears in the energy certificate database on the State Energy Efficiency website (updated every few days). The certificate shall be valid and shall be valid from the moment of its publication.

However, it is possible to get the certificate selectively for a secondary, more detailed and more complete check after registration. Failure to do so shall be revoked and revoked. If the audit is not completed three times, the auditor is deprived of the right to develop energy certificates of buildings and sent for re-certification. Therefore, only a strict adherence to all applicable legislation, laws and recommendations of calculations will ensure the correct preparation of the energy certificate of the building.
